Program Description
The Consolidated Annual Performance and Evaluation Report (CAPER) is our community’s year-end report on how we used U.S. Department of Housing & Urban Development (HUD) funds from July 1, 2024, through June 30, 2025.
This report highlights the progress we’ve made toward the goals and priorities outlined in our 5-Year Consolidated Plan and Annual Action Plan. It also gives us the chance to share with residents and stakeholders the impact of funded projects and programs, and how they helped us meet our community objectives.

2024 HUD Entitlement Funding
The City of Fort Wayne receives funding from the U.S. Department of Housing & Urban Development that includes:
- Community Development Block Grant Program (CDBG)
- HOME Investment Partnership Program (HOME)
- Emergency Solutions Grants Program (ESG)

2024 Accomplishments
The City of Fort Wayne continued to utilize its resources to impact the quality of life for the community’s most vulnerable residents and to increase and preserve affordable housing units in the City. Through partnerships and strategic investments, the City made progress on its priorities as described in the 2024 Annual Action Plan and will continue to do so into the future.
