Program Description

The Consolidated Plan is a U.S. Department of Housing & Urban Development (HUD) required five-year roadmap that guides how the City of Fort Wayne invests federal housing and community development funds to strengthen neighborhoods and support residents. This plan directly shapes local priorities and funding decisions.

Residents, stakeholders, and community partners are encouraged to help shape the Consolidated Plan process by sharing their perspective on community needs and service gaps. Input through surveys, focus groups, public hearings and neighborhood meetings will directly inform the City's five-year plan and funding priorities.


2026-2030 Goals

The City of Fort Wayne has identified three core goals to guide how we will best serve the community over the next five years.

HUD Entitlement Funding

The City of Fort Wayne receives funding from the U.S. Department of Housing & Urban Development that includes:

  • Community Development Block Grant Program (CDBG)
  • HOME Investment Partnership Program (HOME)
  • Emergency Solutions Grants Program (ESG)

Purpose: The City of Fort Wayne is developing its next five-year HUD Consolidated Plan, which guides how federal funds (CDBG, HOME, ESG, HOPWA) are invested to meet local housing, homelessness, and community development needs.
Your input as a community partner is essential to identify priorities, gaps, and opportunities for collaboration.

All responses will be summarized; individual organization names will not be shared publicly.
