Resolution confirming the approving order of the Fort Wayne Plan Commission and Redevelopment Commissions Resolution 2024-37 concerning Amendment I to the West End Redevelopment Project Area and Economic Development Area. This is to expand the current EDA to support the development of the Wedge mixed use project and enhance North River. This resolution will establish a new Tax Allocation Area for the Wedge parcel – a vacant site located between Ewing and Wells St- enabling the use to TIF top fund public infrastructure improvements. The current EDA was established in 2021 and only encompasses the new Lutheran Hospital Downtown, this expansion would include 30.92 areas, east along Main St and north across the St. Marys River to include real estate bounded by Wells, Second and Harrison. The initial project is the “Eddy at North River”. This proposed 45 million project will include 111 housing units, 236 parking space garage and 3,200 sq ft ground floor commercial space.

Resolution approving the issuance of certain obligations of the City Redevelopment District relating to the Riverfront Wedge Project. This approves the issuance of up to 4 million in obligations by the Redevelopment District to finance a portion of the public infrastructure. The mixed-use development will include residential, commercial and retail spaces along with a parking garage. The City has structured the arrangement so that the RC will use TIF funds from the West End TIF district to make the loan payments to the State. The developer will then immediately reimburse the RC for these payments (based upon the Taxpayer Agreement). The developer is responsible for the loan payments with the City acting as the intermediary. The loan has a term of 20 years and an interest rate that will NOT exceed 3%.

Resolution of the City regarding the approval of the expenditure of 2023 supplemental local income tax revenues for the acquisition by the Fort Wayne Redevelopment Commission of Land and Improvements for property located at 1218-1234 Wells St. These funds were reappropriated in early 2024. This property is located on the first block of Wells north of the river and adjacent to the former Pepsi property and contains a commercial building. This parcel is currently surrounded by parcels already owned by Redevelopment. Current owners of the building would be provided with a 12-month lease to maintain operations at this site.

Resolution of the City regarding the Approval of a Parking Structure Lease and the Appropriation of available Local Income tax Revenues to pay rents to due pursuant to a Parking Structure Lease relating to an Economic Development Project for a new Mixed-Use project to be undertaken by the Wedge at North River and Fort Wayne Garage Associates (Riverfront Wedge Project). This lease will be for 25 years and will provide for a 236-parking structure. The parking structure lease is the primary economic incentive for this public-private partnership and Riverfront LIT pledge is necessary for the entirety of the project to move forward. This is the first major residential project constructed on the river’s north side and is the largest investment in this area to date. It is expected that the project will be the catalyst for the Bloomingdale Neighborhood and the Wells Street Corridor. The additional public parking will also alleviate intense parking pressures for the residents in this area.

Total Cost: The developer will provide 100% of the upfront funds for the project, the RC will leave, manage and operate the parking structure for 25 years as a part of the current downtown parking system. Upon the expiration of the lease term the Commission will gain 50% ownership of the structure/ Annual lease payments will begin at $850,000 per year and annually increase by 2%. Payments will come from 3 sources, 1) net parking revenue generated by the garage, 2) tax increment generated by the project itself 3) if needed Riverfront LIT revenue.

Resolution approving the Distribution of Funds from the City of Fort Wayne Community Legacy Fund. Applicant is looking to construction a new facility at 2827/2809 Holton Ave. This new facility will include additional rooms to house the unsheltered/under housed, expanded room sizes for family living, private restrooms for family usage, mental health quiet rooms, youth and child services spaces, commercial kitchen and integrated staff/office space. The goals of this new facility are to enhance the capacity and quality of services, improve the living conditions and dignity of residents, address specific needs of underhoused/unsheltered families.
