Project Description
The Fairfield/Kinsmoor Sidewalk and Lighting Enhancement Project supports goals identified in the Packard 2030 Neighborhood Plan, adopted in 2023. The plan emphasizes community safety, connectivity, and revitalization as key priorities in the Packard Area, especially near Packard Park.
Building on recent improvements, including the $1.9 million improvement to Packard Park, and the replacement of over 1,000 feet of sidewalk and ADA ramp improvements on Kinsmoor, Hoagland, Webster, and West Packard Avenues this year, this project will continue investing in pedestrian safety in the South Wayne and Oakdale Neighborhoods. As outlined in Strategy 3.1.4 of the Neighborhood Revitalization chapter, this project will enhance sidewalks along Fairfield and Kinsmoor Avenues near the intersection. These sidewalks have had poor upkeep, making walking in this area unsafe, especially for those with mobility challenges. Improvements will focus on creating a safer and more attractive environment for pedestrians, while complementing nearby assets such as Packard Park and recent investments by nearby businesses.
The project will include lighting upgrades at connecting corridor streets, Packard, Kinsmoor, and Nuttman Avenues, to address safety concerns. In alignment with Strategy 5.1.4, the project will replace outdated street lighting and replace 10 ‘Cobra’ light fixtures with 27 ‘Town & Country’ LED lights, significantly improving nighttime visibility.
