Fort Wayne has updated its trail and sidewalk ordinances to address the rise of electric bikes and micro-mobility devices. The old rules were written before modern e-bikes existed, and increased usage was leading to unsafe interactions.

In 2024, the City of Fort Wayne held working group meetings with a wide range of trail user groups to guide the updates. Under the new ordinance, electric devices are permitted on trails and sidewalks if they are under 32 inches wide, weigh less than 150 pounds, and are powered by 750 watts or less — keeping out motorcycles, ATVs, electric dirt bikes, golf carts, and similar vehicles.

Fines for violations range from $25 to $2,500, with first-time offenders capped at $15. Vehicles can be impounded. Call 911 if you see an unsafe vehicle on a trail or sidewalk.

Trail and sidewalk etiquette included in the Ordinance

  • Avoid sudden or erratic movements that could endanger others
  • Provide an audible warning (e.g., bell, horn, voice) when approaching slower users from behind
  • Pass slower users at a safe distance, providing a minimum of three (3) feet of clearance, and must wait until it is safe to pass even if the 3-foot clearance can't be achieved
  • Give due regard to the safety of all vehicle and pedestrian traffic users, including those with visual, auditory, or mobility impairments
  • Keep the Bicycle, E-bicycle, Other Vehicle or OPDMD under directional, speed, and stopping control at all times
  • Do not operate in an irregular or reckless manner so as to disregard their own safety, others, or property
  • Do not proceed at a speed greater than that which is reasonable and prudent considering wildlife, traffic, weather, road and light conditions and road character
  • Maintain a degree of control that is necessary to avoid danger to persons, property, or wildlife
  • Do not overtake standing vehicles in a travel lane
